Phillip grew up in Brooklyn, New York where he graduated from the Erasmus Hall High school of the Arts. Upon graduation, he enrolled at the Borough of Manhattan Community College. He later transferred to the University of Massachusetts, (Umass Boston) where he obtained a BS degree in 1982. That same year, he enrolled at Suffolk University School of Law, also located in Boston. He obtained his Juris Doctor degree in June of 1985. He currently where he still lives.
Phillip’s political career began with his working as a volunteer for former President Jimmy Carter's reelection in 1980. He went on to volunteer for several other local candidate for public office both in New York and Massachusetts. He was subsequently student government President in his Junior year at Boston State College, before that school was merged into the University of Massachusetts.
